Slope = -2, P(0,-3).

Slope-intercept Form.
Y = mx + b
-2*0 + b = -3
b = -3.
Eq.: Y = -2x - 3.

Point-slope Form.
(0,-3), (x,y).
Slope = (y+3)/(x-0) = -2
Cross multiply:
Eq.:y+3 =-2(x-0).
