I believe miss Sue was helpful. I wrote my answer down below to give people an example for what she may be trying to give us the idea of. Usually I'd use brainly, but no answers or website has been as help as jiskha has..
I'm not giving my full answer because I don't want to be copied, and also so no one get's in trouble for copyright. So here:
"1. Some people may lose their homes just so the government can build a shopping center or a mall. Another issue is malls and centers take up way to much of our water, gas, or electricity. (then I have a few reasons why..)"
"2. My answer to the outcome would probably depend on the public. Because a lot of people may be upset with these public choices made by higher power. So I think it can start a boycott if something serious happens one day, such as the city lights go out. or it's really hot outside and our power is gone because of a mall thats using all the energy." So yeah. Hope this helps. I also mentioned building more shelters or community gardens that help reserve electricity. GO GREEN !! ;D
