Dylan says that when comparing numbers the number closest to zero on a number line is always the smallest. Is he correct?

e.g.
1 is closer to zero on the number line than -5
but 1 > -5
the number farthest to the left on the number line will be the smaller number
e.g.
1 is closer to zero on the number line than -5
but 1 > -5
