It's stilted means it doesn't sound right; it's difficult to understand.
The hyphen should be between easy and access -- easy-access search . . .
It would be better to say
The color-coded table of contents makes it easy for the reader to search for instructions.
I'm not sure, though, that was the intent of the writer of this awkward sentence.
