i know that it's like solving algebraically but one of them has no solution..

rearrange the first one to get
4|6x-1| < -8
since |n| is always positive, there is no solution.
5-6|x+7| <= 17
-6|x+7| <= 12
Since |n| >= 0, any value for x will work
