From 1988 to 2008 average annual tuition and fees at public colleges increased from $525 to $5500. Calculate the percent change over this time period.

% change is the increase divided by the initial value.
For example, changing from 10 to 11 is an increase of 11-10=1, so that's a 1/10=10% change.
(5500-525)/525 = 9.476 = 947.6% increase
