Alice is giving a book as a gift that is 8 3/8 inches long and 6 1/2 inches wide. Will the book fit in a box that is 8 1/2 inches long and 6 1/2 wid or in a box that is 8 inches long and 6 inches wide?

If those are the external measures of the box, it will fit in neither. At 6.5 inches (external) the width (internal) will < 6.5.
