when x is </= 1 it is a straight line sloping down from (0,3) to (1,1)
so
f(0) = 3
f is constant 5 from 1 to 2 but leaps up to 6 at x = 2 and then is a parabola headed up
t exactly x = 2, f(2) = 5 but then jumps up
at x = 5, f(5) = 5^2+2 = 27
f is defined for all real x
so
f(0) = 3
