A 68.5kg man is standing still on an elevator that isn't moving, what is the normal force on him?

The NET force on the man is zero in that case. That is the vector sum of his weight and the upward force of the elevator floor upon his feet.

I am not sure what you mean by the "normal force". If it is the force on his feet, normal to the floor, it equals his weight.
