What bends, the ethanol or the rod? That is not clear from your question.

The charged rod will tend to align the polar ethananol molecules, so that a stream of ethanol will be attracted to the rod, bending the STREAM slightly in that direction. The force will be attraction regardless of whether the charge on the rod is positive or negative
