I do not know what you want about y = m x + b
However I do understand below
8) Through (4,0) and slope of -1
y = - x + b
0 = -4 + b
b = 4
so
y = -x + 4

0) through (4,5) with slope -8
y = -8 x + b
5 = -8*4 + b
5 = -32 + b
b = 37
so
y = -8 x + 37


10) through (-2,4) with slope 7 over 3
y = (7/3) x + b
3 y = 7 x + 3 b
3*4 = 7*-2 + 3 b
12 = - 14 + 3b
26 = 3 b
so
3 y = 7 x + 26


11)through (-2,-1) with slope of 0
slope of zero means constant y
y = -1


13)through (3,2) and parallel to the
line 4x t 5y+7
