is calcium carbonate a base? (whats its ph?)

Calcium carbonate is not very soluble in water. Since it is the salt of a strong base (not very soluble either but more soluble than the carbonate) and a weak acid (carbonic acid), although it is only slightly soluble, I would expect it to be somewhat basic.
