75 = 7 is in the tens place. 5 is in the ones place.

21 = 2 in the tens place. 1 is in the ones place.
If you have 21 dollars, you have 2 tens and 1 one.

No. The number 6 only counts ones. It has no tens.

If you have only 6 pennies -- you don't have enough for ten cents.

Yes. Their tens digits are less than 5.
Less than 5: 0, 1, 2, 3, 4

More than 5: 6, 7, 8, 9
