Answered by Reiny
Slope = (-4 - (-1))/(8-3) = -3/5

using the point (3,-1)
y+1 = (-3/5)(x-3)
5y + 5 = -3x + 9
3x + 5y = 4

Test my subbing in the point not used, it works.
