21. 4x + 2y, Answer: 2

22. 3(x) *to the 3rd power*, Answer: -221

23. (x + y) *to the 2nd power*, Answer: 9

24. -4x + 2y, Answer: 18

3x^3 = 3(-2)^3 = 3(-8) = -24
(3x)^3 = (-6)^3 = -216
Not sure how you came up with -221, since 221 is neither a perfect cube, nor a multiple of 3.
