There is much debate in our country about activist judges and strict constructionist judges. Do you believe that judges should be limited to interpreting what the constitution and federal laws say?

Yes.

However, the keyword is "interpreting." Good heavens theologians interpret the Bible in many different ways. All judges can find justifications of their decisions in their interpretations of the Constitution and existing laws.
