In gov't what does ommittee reforms that have taken power away from chairs represent?

Committee chair people usually have a lot of power. If they're deprived of power, it may mean that they have fallen out of favor with their party.

Our local Representative, formerly a moderate, seems to be fighting hard to hang on to his committee chairmanship by kowtowing to the extremists in his party.
