After you get to
1/3x = 4 + 1/3
combine the right side to get
1/3 x = 13/3
Now divide by 1/3 to get
x = 13/3 รท 1/3 = 13/3 * 3/1 = 13

Just for reference, it is usually easier to get rid of the fractions as soon as possible. In this case,
