I know that x=8 but I don't know how you figure it out

because it is an equation, what you do to one side you must do to the other. In this case you are looking for what 'x' is, that is why it is labeled "x" because it is unknown. To find 'x' you must subtract 9 from the left side and then you must subtract 9 from 17 on the right side. You do this because in an equation, what you do to one side, you do to the other.
the final answer is: x= 8 because 17-9 equals 8.
