In the time when the colonies were first being established who claimed the land to the west and north of the English colonies?

Probably no one at first, since the colonists were so busy just trying to stay alive where they were. Later, when some began to realize the extent of the land out there, they had to fight the people who were already there, the people we refer to as Indians or Native Americans.
