assuming you mean
f(x) = (3x+1)/(8x-9)
g(x) = 5x/(8x-9)
(f+g)(x) = [(3x+1)+5x]/(8x-9) = (8x+1)/(8x-9)
(f/g)(x) = (3x+1)/(8x-9) * (8x-9)/5x = (3x+1)/5x
domain is all reals except where the denominator is zero.
