1 km = 0.621 mile.
1 L = 0.264 gallon.
14 km x (0.621 mile/km) = ? mile
1 L x (0.264 gallon/L) = ? gallon
So 14 km/L = 14 x 0.621/0.264 = 32.9 mile/gallon.
