NH2NO2 + OH <==> H2O + NHNO-2
NHNO-2----> N2O(g) + OH-

Actually I think more specifics are required; however, it appears to be a catalyst since the OH^- is used but regenerated in the next reaction. You have missed a negative sign on the OH^- in the first equation.
