Why should the Catholic Church take a position on alcohol and drug use and what should that position be?

Do you mean alcohol abuse? I assume you also mean illegal drug use.

The only reference made to these things in the Catholic Catechism is with reference to the virtue of temperance which “disposes us to avoid every kind of excess: the abuse of food, alcohol, tobacco, or medicine.” (CCC, 2290)
