water collects on land rather than all flowing back down rivers to the sea so sea level drops.
Note that straight across Bering Sea was open to foot traffic during an ice age. Also various fishing banks such as Georges Bank off New England were dry land during the last ice age.
(however, some land also sinks because of the weight of ice sitting on it)
