As I understand it--As an acid is added to neutral water the (OH-) will...decrease?? Is this right?

Yes, it must decrease because
(H^+)(OH^-) = constant = 1E-14
If H goes up, OH must go down. If OH goes up, H must go down because the constant doesn't change (except with temperature).
