Always mix acid to water.
You need the molarity of the conc HCl. Normally, it is about 17M
so at 17M to 1M, you are diluting it 17 times, which means you need 16 parts water, one part acid.
in 100ml, each part is 100/17= 5.882 ml
so you need to measure 16*5.882ml water, put it in the container, then slowly add 5.882ml acid, under the fume hood, wearing your goggles. STir, close the bottle, label, and clean up.
Find out what the "conc" means. Sometime it is in density, so you have to convert density to molarity.
