What are some New Deal programs that were not successes? It doesn't have to be a lot, just two or three. Also, was the National Recovery Act (NCA) a failure? Thank you!

Well, the NRA was declared unconstitutional. So, I think it was a failure. I'm not really sure. Thank you for finding out about the AAA. Thanks for your help.
