A be the base of the pole
B be the bottom of the flag,
C be the top of the flag,
D be the top of the pole
Let E be where the observer is standing.
AE = 56
BC = 3.1
CD = 1
AB/56 = tan 22.9°
AB = 23.65
So, the pole is 23.65+3.1+1 = 27.75
