The dilution equation is
c1v1 = c2v2
c = concn
v = volume
Substitute 98.5 mL and 1.25M for c1 and v1 and substitute 4.50M for C2. Solve for v2. That will tell you how much of the 4.50 M soln to measure out, then add water (solvent) to make a final volume of 98.5 mL.
