This is not a science question, unless you call it "social science". They are asking for your opinion. I would say that the answer depends upon where the land is, the value of the recoverable minerals and the care that is used in extractig them and restoring the evironment afterwards. The effect upon fresh water resources and animal habitat must also be considered
