8^(6+3x) = 16
8 and 16 are both powers of 2, so
(2^3)^(6+3x) = 2^4
2^(3(6+3x)) = 2^4
2^(18+9x) = 2^4
so, since the powers are the same,
18+9x = 4
9x = -14
x = -14/9
