the ratio of two integers is rational by definition.

Now an irrational number therefore can NOT be represented by a ratio of integers.
For example the ratio of the circumference of a circle to its diameter, pi, can not be calculated exactly no matter how many digits you carry in numerator and denominator.
You can approximate pi by ratios of integers such as 22/7, but it is not exact.
pi starts out
3.14159 etc
but 22/7 is
3.142857 etc
