There are 24 students in Mrs.Smith's 1st block class. 1/4 of the class passed the math test with an A. 12 students in the class passed the math test with a B. What percent of the students in the class passed the test?

One quarter passed with an A - so that's 24/4 = 6. Twelve of them passed with a B - and that can't include any who passed with an A, so that's a total of 12 plus 6 = 18. Assuming that it's only possible to pass with either an A or a B, that's 18/24 = 3/4 = 75%. But note that the question doesn't actually SAY that a pupil will fail the test if he/she got any other grade - that's an assumption that we've made - and in maths, it's not a good idea to make assumptions without stating what they are, so you might want to mention that - just in case it's a trick question!
