T cos 61 = m g = 196(9.8)
T = 3962 I get

Now in the horizontal direction
T sin 61 = m v^2/R
R = 12 sin 61 = 10.5

3962 sin 61 = 196 v^2/10.5

v^2 = 185.6
v = 13.6 m/s
