when did the surgeon general issue the first report indictating that secondhand smoke is dangerous to nonsmokers

See if this helps any. I see the date of 1964 as the beginning of the Public Health Service warning Americans about the dangers of second hand smoke. Apparently Koop, during his service as Surgeon General, took this to a higher level in 1986.
