You're probably seeing a lot of different answers for the same reason you see different answers these days: It depends on who is counting and how they're counting.

Are they counting every single person who wants a job but can't find one?

Are they counting every person who has been out of work for more than 6 months? 12 months? 18 months? 24 months? What?
(I know a man who was out of work for 19 months in the early 2000s and for 23 months in 2008-2010. In both cases, he was not counted in the stats because he didn't receive unemployment money anymore.)

So ask yourself who's counting and how?
