Your post flawed. The equation you want is not balanced. It should be
2NO2(g) ==> N2(g) + 2O2(g)
Take eqn 1, multiply by 2 and reverse it. k' for the new equn is 1/k^2.
Add eqn 2 as is with k2. The K for the desired reaction is Kc = k2*k'.
