the only thing that i get from the reading material that is provided to me is:
the obstruction that terrorism places on the pursuit of peace is the unknown (the fact that it is hard to figure out who the terrorist is and whom they are acting on behalf of)
I just did not know what approaches to peace were deterred by terrorism.

I agree.

Peace comes about when the disputing parties agree on the terms of the peace. Since terrorists remain hidden, it's impossible to find peace with them.
