I assume you mean
y= (-1/2)x - 1 , a straight line equation.
The slope is -1/2
The slope of a perpendicular line must be 2.
To go through (-2,-4),
[y-(-4)]/([x - (-2)] = 2
y + 4 = 2*(x + 2) = 2x + 4
y = 2x is your equation.
