Hello.
Please help me with the correct word order:
1)The president says that now / at the moment the government is working on a new plan.
2)The president says the government is now working on a new plan.
3)The president says the government is working on a new plan at the moment / now.

I am pretty sure the answer is #2 because listen to the way the others sound they don't make much sense.

#1 reads awkwardly to me.

I'd choose either #2 or #3.
