If that's the right poster, it's encouraging people to buy bonds to help the Canadian government fight World War II.

You're right that the rats represent the Japanese. The poster says if the enemy takes over the country, your money won't be worth anything. But now you can use your money to support the war effort.

thank you ms sue very much i thought it meant before that don't give your money away because if japanese overtake then it be useless but i now understand as you explain that money is peoples money and japanese take it if they don't use it buying victory bonds.
