ok first figure out the y intercept of the 2nd equation.
2y+3x=-4
2y=-3x-4
y=-3x/2-2
so y intercept = -2
then change equation 1 into y-intercept form:
3x-2y=8
-2y=-3x+8

y=3x/2-4 <--- your final answer
