Does an object need to have a velocity of 0 meters per second to be in equilibrium and why/why not?

Equilibrium is when no part of the body is accelerating. Constant speed is ok. It just means that all forces and moments are balanced so there is no net force and acceleration is zero. If you are drifting downstream on a river, you are probably in equilibrium :)
