Slight issue in the question. It should say the dog has a momentum of.. not moment.
Momentum is mass x velocity, so if we know the velocity (it's in the question) we can divide the momentum by the velocity to get the mass.
60 (kg m/s) / 3 (m/s) = 20 kg.
Could well be a spaniel.
