I think the correct answer is a.
That doesn't seem to be the LEAST appropriate.
Would it be b because if the person is talking to a customer the customer might disagree with whoever told him or her about the layaway plan will enable him or her?
Yes, it's B. I doubt if a layaway plan was the subject of a negative message. I don't think many stores have used layaway plans for years, but I've read that some store is trying it this year.
