They all promote causes. That is a strange question. The Sierra Club spends a lot of its budget on lawyers and lobbying. The American Legion, although open to all war veterans, generally takes a conservative position on political issues.

As drwls said, the American Legion is the one that you should probably pick, although they indeed promote causes and have drifted to one side of the political landscape.

The America Legion and most of its various branches, despite some political leanings, have managed to retain 501(c)(3) tax deductible status while the others have not. So that is probably the answer they are looking for. The other three maintain separate "foundations" that can solicit some tax-deductible funds, but the main organizations are overtly political in nature.
