First remember that the priorities of operations are:
1. exponentiation
2. multiplication & division
3. addition and subtraction
and parentheses are before all of the above, from inside out.
So
2×3^3+4
would mean
(2×(3^3))+4
For the given problem, these are these possibilities:
(2×3)^3+4
2×(3^3)+4
2×3^(3+4)
(2×3)^(3+4)
