Is it posssible to be too scrupulous about following rules? Describe a situation in which someone, perhaps an authority figure, was more concerned with the rules than with the welfare of the people involved. Do you agree or disagree with that person's point of view? Explain your answer.

The classic example is the father-to-be caught speeding to get his wife to the hospital to deliver her baby.
