The evacuation of BEFs & France and Belgium forces from Dunkirk is know as Operation Dynamo. Was this name given after the operation or during the operation?

Probably before. These things are usually codenamed during the planning, not during the action or in retrospect.

This site implies that this code name was given at the time of the planning of Operation Dynamo. Also -- when leaders are planning a military operation, it's common to give it a code name that isn't obvious in case the enemy hears it.
